Supported: JPG, PNG, WebP, GIF, BMP, AVIF. HEIC and TIFF are not supported by browsers - convert to JPG first.

How it works

1. Add your images

Drop or browse for JPG, PNG, WebP, GIF, BMP, or AVIF files. Each one is validated as it lands so you know immediately if any cannot be used.

2. Drag to reorder

Pick up any thumbnail and drop it where you want it. The PDF pages will follow the order you set here.

3. Choose a mode and download

Pick how images sit on the page, name your file, and click Create PDF. The download happens straight from your browser.

Why use this converter

  • Browser-only. Your images never leave your device. No upload, no server, no log.
  • Friendly about failures. HEIC, TIFF, and corrupted files are flagged individually with clear, specific guidance on how to fix them. No silent dropped files.
  • Honest page sizing. Choose between matching the image's native size or treating it as screen or print resolution. No forced letter or A4 paper that stretches photos or leaves white space.
  • Free forever. No signup, no rate limits, no paywall.

About JPG to PDF

Workforge JPG to PDF turns one or more images into a single PDF document, right in your browser. Drop in JPG, PNG, or HEIC files, drag them into the order you want, pick a page size (Letter, A4, Legal, or fit-to-image), and download the finished PDF. Nothing is uploaded to a server, no signup is required, and there is no watermark on the output.

Common use cases include submitting receipt photos as one PDF for expense reports, packaging passport and ID photos for an application, sending portfolio shots to a printer as a single review file, and converting iPhone HEIC photos into the universally readable PDF format. Mixed-format input is supported; you can combine JPG, PNG, and HEIC in the same document.

You can choose to fit each image to its own page, scale to a target page size with margins, or arrange multiple images per page in a grid. Image quality is preserved at the source resolution by default, with an optional JPEG re-compression step if you need a smaller output file. EXIF rotation is honored so portrait photos do not come out sideways.

Other JPG-to-PDF tools upload your photos, watermark the result, or cap free conversions per day. Workforge JPG to PDF does none of that. The conversion happens locally, the output is yours with no branding, and you can convert as many image batches as you want, as often as you want.

Frequently asked questions

Are my images uploaded to a server?

No. The conversion runs locally in your browser. Your images never leave your device.

What image formats are supported?

JPG, PNG, and HEIC (including iPhone HEIC photos). You can mix formats in the same PDF.

Can I choose the page size?

Yes. Choose Letter, A4, Legal, or fit-to-image. Each image can use its own size or share a uniform size.

Will EXIF rotation be respected?

Yes. The tool reads EXIF orientation so portrait phone photos do not come out sideways.

Is there a limit on the number of images?

No hard limit. Practical limits depend on your browser memory; dozens of high-resolution images work fine on a modern laptop.
